Medicaid can be used for home care services. The Illinois Department on Aging Community Care Program offers support at home. However, it does not offer as many hours as a private duty home care agency being paid privately. They would offer low-income seniors a few hours, a few days per week. If someone needed 24 hour-care then Medicaid will only pay for a long-term care facility (skilled nursing facility). 
 
Medicaid would reimburse agencies that are approved and having contracts with the Community Care Program. The senior would need to be assessed by Senior Services Associates or Catholic Charities to see if they qualify for services. The state does not pay family members to care for their loved ones.
